If you’ve ever dreamt of becoming a millionaire, the quickest way is probably to hope to the heavens that you strike 4D or TOTO. ‘Course, it’s easier said than done. Many try to maximise their chances of winning by going to Singapore Pools outlets that have been “blessed by the Fortune God” or have good feng shui. But whatever you believe in, it’s best to heed what cannot be disproved – statistics.
Here are the top 10 lucky Singapore Pools outlets and authorised retailers for TOTO, ranked according to their winning frequencies from official sources, measured from October 2014 to now. You can also place your 4D bets at these places.
P.S. Before you dive straight in, here is a gentle reminder to bet within your means and gamble responsibly.

It might look and have a name that sounds like one from a bakery, but don’t be fooled – this place means serious business when it comes to TOTO. The store’s long snaking queues every Monday and Thursday, and the bright red signboard will indicate that this is where you come for the lottery, not cakes and buns.
If the stats are anything to go by, this branch has a whopping 23 jackpot prize winners under its belt.

Even if the jackpot prize is way out of reach, many of us are more than happy just to get a slice of the pie and might be glad to know that this spot also had 143 Group 2 wins, AKA consolation wins.

Rising the ranks over recent years is the Singapore Pools King George’s Avenue. Although its total Group 1 and 2 winners aren’t as many as the others on this list, the outlet still has one of the highest jackpot frequencies. A rising lucky star? Perhaps.

For the Westies, the unassuming PFG Framing & Trading has a proven lucky streak. It grabbed headlines during the 2024 Reunion Draw, when a lucky bettor turned a $1 QuickPick entry into a $5.97 million jackpot win with the winning ticket purchased right here.

Ng Teo Guan Self Service might not have produced the most TOTO jackpot winners as of today, but one of the 2 jackpot winners of the Hong Bao Draw in 2016 bought their winning ticket at this outlet in Ubi. In case you were wondering, they used QuickPick Ordinary Entry so their numbers were randomly generated. Who knows, lightning could strike twice at this location.

Mee Lee Cheong shifted locations once back in 2016, but the move has not seemed to affect their luck. This betting post near the Tampines Round Market is both a convenient spot to place bets after a morning grocery run and a hotspot for winning TOTO.

Official data from Singapore Pools aside, there are also some lucky outlets that are the people’s choice – that also means this list is based completely on hearsay:
Fun fact: The biggest TOTO win by a single punter was $13 million. The winning ticket was bought from Rangoon Provision Shop, and it still remains unknown if the winning QuickPick System 8 ticket was won by an individual or shared among several lucky winners.

There’s bound to be a long snaking queue, especially during the big draws around the time of Chinese New Year. While many are willing to stand in line for a chance at striking it big, head to the Singapore Pools Website instead if you’d prefer to skip the queues. You’ll need to register for an account before being able to place bets online or via the app.
This online service has been responsible for the most number of wins to date, but bear in mind that it might be because there are simply more people using this service!
Number of Jackpot Prize winners: 250
Number of Group 2 winners: 1339
Just like how location is a big deal for 4D and TOTO buyers, certain combinations of numbers are considered lucky due to the number of times they have been drawn in the past. Here are the most frequently drawn numbers in the last 4 decades:
9395: Drawn 29 times
6741: Drawn 28 times
3225, 4785, 5807: Drawn 27 times each
Information from Singapore Pools, June 2026
According to the Singapore Pools statistics, the odds of winning the TOTO jackpot with 6 winning numbers is 1 in 14 million, or 13,983,816 to be exact. To win the Group 2 prize with 5 winning numbers and an additional number, you’d need to beat the odds of 1 in 2,330,636.
If you’re new to TOTO, we’d recommend reading our guide on buying TOTO and 4D. But here’s the gist of the prizes:
If there’s more than one winner in Groups 1-4, the prize money will be split equally amongst all winners. If there are no winners in Groups 1-4, it will snowball to the next draw within the same group. However, the Group 1 prize amount will only snowball up to 4 draws, while the Group 2-4 prize amounts will snowball until it’s won.
Tossing out a couple of bucks for the thrill and prospect of getting millions might be great fun, but make sure to play responsibly. While having statistics on your side might boost your chances, the odds of striking TOTO or 4D at Singapore Pools have always been slim.
With that said, if you’re going to play anyway, may the odds be ever in your favour! To find out more on how to place your bets, check out our guide on how to buy 4D and TOTO.
